Thank you Mr President, Mrs. Manjoo, as you have mentioned in your report we would also like to emphasize the responsibility of the governments to eliminate violence against women. However there are governments who hardly pay any attention to this important problem which concerns half of the humanity. In the new criminal law of the Islamic Republic of Iran which is legally binding since 27 May 2013, there are still many articles which encourage violence against women. The criminal accountability of the girls remains 9 lunar years as stated in the article 147 of the Islamic Law. Stoning for adultery of married women is reaffirmed in the article 225 but the judge may change this sentence to hanging. Article 302 paragraph E provides a license for any husband who surprises his wife during “adultery” to kill her. Article 301 reduces punishment of a father or grandfather who kills his child or grandchild. Such laws in combination with encouragement of honor killing demonstrate the degree of state-sponsored violence against women. Due to existence of the 1041 article of the civil law, the girl child marriage is permitted at 13 lunar years of age and a court can even permit marriage at a younger age. Mrs. Manjoo, the Islamic Republic of Iran remains as one of the rare countries who have not yet ratified CEDAW. What measures do you have in mind to persuade such countries to ratify the CEDAW and implement all articles of the agreed conclusion of the 57th session of the CSW to eliminate violence against women? Mr La Rue, As you might know the public media in the Islamic Republic of Iran are under suppression. The government has restricted the media in a step by step manner and those who resisted were shut down. Many independent journalists were forced to leave the country and many are in jail serving long term prison sentences in unfair processes. This systematic suppression of independent journalists and media has begun since the beginning of the Islamic Republic of Iran and has increased in the last few years. The Islamic Republic of Iran’s Broadcasting is under the direct control of the Supreme leader of the Islamic Republic of Iran and in practice has changed to be one of the most important tools of the suppression and strangulation. This organization is also actively participating in getting forced confessions from journalists and citizens by the security organs and their broadcasting, such as from Maziar Bahari and the husband of Dr. Shirin Ebadi. This organization equipped with the newest technology bought from developed countries, is actively jamming satellite signals in the orbit as well as the satellite receivers in the cities terrestrially. Besides imposing censorship to all countries covered by a satellite, there are serious concerns about the health of the population of the cities targeted by the high-power jamming signal. The security and intelligent services of the IRI are using special complex systems to impose internet content filtering and blocking, to spy on citizens’ internet data traffic and intercept of emails, voice, etc., to detect the exact positions of the mobile phones in order to observe mobile users and to arrest targeted citizens. In addition, the government of the IRI is trying to build a national internet with pre-defined, limited and controlled access to the outside world. Furthermore, they often reduce the speed of the internet access prior to certain events, such as the forthcoming presidential elections in two weeks. This makes the access to multimedia content impossible. Those systems are neither part of the standard elecommunications and internet infrastructure nor do they belong to the so-called double-use technologies. As Iran doesn’t own the technology and knowledge, the country imports those systems from developed countries. Therefore there is urgent need to impose export control by the exporting countries.
