Oral statement on GD Item 9: Racism, racial discrimination, xenophobia and related forms of intolerance: follow-up to and implementation of the Durban Declaration and Programme of Action

Item 9 GD Sudwind is very concerned about the increasing xenophobia in Iran especially toward Afghan citizens. The worrying fact is that the Iranian authorities aggravate the situation with rules and administrative decisions. In 2012 the Iranian authorities have banned the right to residents in 14 provinces of the country for Afghans including the tourist provinces. These rules are taken only because of the nationality and do not target special groups of people. This is an obvious act of xenophobia. Another example is that the Iranian authorities have banned Afghans to participate in the national university entrance exams. This prevention from the right of access to education is a violence of the core human rights treaties. The children of Iranian mothers and Afghan fathers could still not be registered to become an Iranian birth certification. In the aforesaid rules the restrictions include also Iraqi citizens. In addition, there are a great number Afghans who are sentenced to death in courts without the access to lawyers and fair trials. For example at Feb. 2013, 5 Afghans were executed to death due to drug related charges. Combating racism, racial discrimination and xenophobia is the duty of states.
